Watchtower use of asking these questions right before one gets baptized is to give them control of person who by answering in the affirmative is on public record as accepting membership into the organization and is now bound by the rules of the organization and subject to their secret kangaroo court system and disciplinary action.

I think the reason they changed this is to give themselves more legal protection as the term spirit directed organization might blur the subject and make a defense for someone wanting to sue them for being subjected to cruel treatment by their secret court system. They might have to prove they are directed by God's holly spirit which could open up a whole can of worms for them in court perhaps even making WT's claim that their baptism made them mandatorily subject to their secret court system. A person may say "I said yes to this question, so now they need to prove validity of the question especially with all the child molestation lawsuits they lost in court" the term Jehovah's organization gives them some wiggle room as Jehovah is a mean son of bitch in the Old Testiment that kills people at the drop of a hat for bull shit reasons.
I think this may require a little more looking into by some legal eagles to find the chinks in WT's armor??If a chink is found this new phrasing only started 2019 it could possibly phase out their whole kangaroo court system as a real legal liability and not applicable to any of those previously baptized into "God's spirit directed organization"
It would be nice if say some legal precedence get established that opens them up for some legal retribution for their fanatical religious tribunals where they have the upper hand and the members suffer.

That's a hard one that all depends on what are the parental concerns and learning capabilities of the child. I find it hard to put a limit to human kindness of loving parents.
I can see wear this may lead to violations of the law and perhaps may lead to a overly zealous prosecution. And the thought that some sexual stimulation may happen on the care givers and things can happen.
I'm not for throwing the book at caring loving parents that have let these instincts over come them and violated the law.

BRANCH OVERSEER : "Apostates are GOOD people !"
by Aleph inthis is quite incredible.during his talk, the branch overseer, made a special talk dedicated to the apostates.. he clearly emphasis his point, "apostates used to be between us, really you can talk with apostates, those people are good, of course their point of vue is different than ours now but they are mostly very nice poeple, and you shouldn't be afraid to talk with them.
"though as usual, the reaction of the brothers was quite the same, impassive, i was very surprise by this statement.i cannot assume if this is just a one man step ahead towards the apostates, or really a change in their policies, this came from the mouth of a branch overseer.of course, for obvious reason, i won't give the name of the brother, which is famous, but only here in an central european country.i would have expected him to quote more scriptures, but he didn't, he could have use the one for jesus himself :"you should love your enemies", as apostates were really the "enemies" for the wtbs for such a long time, maybe now that the king of the north is awaken, apostates are not so bad after all ?

Diving deeper into the Bible caused me finally give up the idea that the bible is the word of god, I still think the bible a book that offer's insight into human nature and psychology, shadow projections, conflicts with the ego and self. I learned not to take the bible as literally word for word as that would be a very big mistake. And lets not forget all discovered gnostic early Christian writings describing Jehovah as a disobedient son of Sophia(wisdom), who created mankind to enslave him into total obedience to satisfy his megalomania and give him constant praise.
I think the search for meaning and truth should be never ending, and definitely not with teachings of some religion that claims to have all the answers. Studies show fundamentalism leads to brain shrinkage and that ain't no joke.

I guess with all the child molestation lawsuits becoming public knowledge the Watchtower Corporation is just asking for trouble if it still sends it members door to door being that nobody probably wants them knocking on their doors telling them about their religion that is up to it neck in financial trouble.
I would expect any day now some new light will come telling them to stop going door to door.

I think border control is a natural concern of every government as far stability is concerned, and acting in behalf of its own best interest therefore I cannot answer your question but offer my own .02$ on the subject.
What if one countries economy get way better than its neighbor countries and people start flooding the land of opportunity and have nowhere to live? Some type of control should be in place to keep things from getting way out of hand.
